| The
Ragnarok’s legal status has been ambiguous since it shot its
way out of Taisheki Station to escape a threat against the lives of
its innocent crew. They’ve gotten away with this act of almost-mutiny
so far because the Bench has bigger fish to fry: who will replace
the dead First Judge, and rule over all of Jurisdiction Space?
Ship’s
Inquisitor Andrej Koscuisko hopes to take advantage of this period
of chaos and unrest to see his bond-involuntary Security slaves
somehow freed and sent to Gonebeyond space. The personal conflict
he is experiencing between his horror of the tortures he has sworn
never to inflict again and his psychological addiction to the intense
pleasure he experienced at the work has surprised and distressed
him, and yet he cannot afford to let his private agonies interfere
with his purpose.
But an incident
that happened years ago in a dark cold street in Port Rudistal—the
site of the Domitt Prison—has bound Andrej Koscuisko to a
man who, all unknowingly, holds the key to a murder that’s
changed the course of history. His ship is gone, his Security are
gone, there are only Bench Intelligence Specialist Jils Ivers and
one young Emandisan pilot by his side. More alone than he has ever
been in his life Andrej must face the deadliest threat he has ever
encountered—the unknown enemy who murdered the First Secretary
at Chilleau Judiciary, and set all of Jurisdiction Space into anarchy
and horror.

From the author
What
can I say about Warring States without spoilers for The
Devil and Deep Space? It's got Jils Ivers in it, and Garol
Vogel; Andrej Koscuisko, but Cousin Stanoczk is sitting this one
out (he has other things on his mind).
You'll
spend most of this novel at Brisinje Judiciary where the Ninth
Judge presides and make the acquaintance of several of Jils' Bench
intelligence specialist peers, one or more of whom may be trying
to kill her. Nothing personal. Really. You'll also meet Joslire's
surviving brother, Shona, now a courier officer in the Emandisan
Home Defense Fleet. Look for him and Andrej to get together and
talk about things they have in common, and
together with Jils Ivers
you'll find out, among other things, how it comes to pass that
Joslire Ise I'let may end up costing the Jurisdiction much, much
more than any half-a-dozen bond-involuntaries.
